Final code cleanup before release

I just did a pareview.sh run for Omega 4.x ... It looks pretty good so far.

Don't panic when you see the HUGE list of warnings that it throws... Basically 90% are related to starterkits and .info syntax in .inc files which is FINE in this case because we have placeholders and stuff in there and it's not actual code. So you can fully ignore any warning that has /starterkits/ in it's file path.

We should fix those outstanding (non-starterkit related) code style / documentation errors before the full release. There are just a few and they all look rather minor.
