Allow offset value when getting submissions, useful when you have huge number of submission in a webform. [#2092449]

This may be only useful if using webform_service module https://drupal.org/project/webform_service backport https://drupal.org/node/1944048, but when calling the webform_get_submissions() function I would like to be able to set the offset so that I get a limited number of results.

Same as above but reorder function params to not mess with existing functionality.

Thanks for the report and patch. We're not making changes to the 3.x version of the module at this point, so if this change was made it'd probably only go into the 4.x branch (which might not need this change at all, I'm not sure).
