I didn't want to change the version in #2087009: Make sure weights are unique when using tabledrag, hence the new issue.

I have just realised that the order of blocks are wrong in 7.x as well. Please see below.

Issues must be fixed in the current development version (8.x) first, then backported. We don't open new issues for the purpose of backporting.
