Enable Libraries module

Currently the Libraries module is enabled by various of the Debut features. So in most cases it will be enabled as you are setting up an Open Outreach site. But if you happen to select just a handful of features, Libraries may not get enabled causing problems with modules that require it, such as Superfish which is used with many of the themes.

This module should be enabled via the Open Outreach profile.
