Save updates to settings after initialization of qtips

Settings to the qtips are initialized in Drupal.behaviors.menuMiniPanels but not retained. This makes it difficult to create a new qtip with the same settings without copying the code in that function. The attached patch retains the settings in Drupal.settings.menuMinipanels.panels for later use. Alternatively the settings could be initialized in a separate function but this is less work.
