The cache is not cleared when content is published / unpublished. [#2108621]

The cache needs to be cleared for anonymous users when a contents published state is change. Else if the site is using caching they will not see the changes.

You can also set your cache clearing under Performance to clear more frequently, but this will slow the page load time for everyone using the site and negatively impact SEO.
