After installing a new version of Navbar module the admin menu stops display properly but the most problematic issue was the fact that all progress bar-related functions stopped working. In particular I was unable to update modules, check for updates, etc. When selected, instead of, e.g. checking for updates, nothing happened.

Navbar has also gone through a number of significant changes, so your issue may also have been fixed by one of the recent updates.
