That information is too sparse. Why can't you choose the location? What's exactly the problem? Are there no locations to choose from? Does the location not get saved after choosing?
No, nothing is missing. You need to add a display ("Aggiungi" in your screenshot) and configure the display to your liking. Save the configuration ("Salva"). Afterwards, there will be a table labelled "System-wide display #1". There is a link to add locations to that display. You can add as much system-wide displays as you need. Last, you need to enable the display in the "Blocks" configuration (admin/structure/block) and move it to a region in your website where you want it.
