DDblock works when logged in but don't get published

Dear All,
I am new to drupal and just started to setup my page. http://web-14.dropnet.ch/tierbergli/cms.
I would like to have got DDBlock for the banner but till now I got two problems. I can get it running in the main zone when I logged in but I can't see it when i logg off what suprise me ?? any idea
Second when I move the block to the header I can't see any picture when I am logged in ore logged off.
