Flat Rate Service with Missing Operations

I was trying to implement a “Free Shipping” service for orders of $200 or more. I added a new Flat Rate Service, however, it did not give me options under the Operations column to let me configure it. I am not able to delete this service.

Currently, it is giving the option of free shipping to anyone for any order… PLEASE HELP!!!
