Configuring content access and acl to set permissions for users or roles on a content type not working

I install drupal 7.23 on php 5.4.19 and enable content access and acl modules to set permissions for nodes of a content type but when testing it result is wrong. For example I have a block content type, a.amouzgar and v.amouzgar roles that users in a.amouzgar can access all nodes of that content type and the role v.amouzgar can see some specific nodes of block content types; but when I am loging to system by a user in v.amouzgar role I can see all block nodes.
