When used as an admin theme, ctools has its page manager mangled [#2113803]

Not sure how this should be handled, but Bootstrap is mangling the page manager.

Moving to the admin sub theme. It doesn't actually exist yet, but would like to file it there to handle stuff like this. Thanks!
