I'm assuming from the version number that its running on Omega 3.x

If that's the case will we get stuck as the the Omega project page (https://drupal.org/node/1768686) states "Omega 3.x is minimally maintained"

Will there be an upgrade path to Omega 4?

It currently uses v3. I'm opening another issue to start discussions on a rebuild in v4.
