It could be. The drupalgap_onload() mechanism in the mobile app dev kit would need to be changed to work with Intel XDK's startup mechanism (right now it is setup to work with PhoneGap's loader). Perhaps just a new index.html file could make this happen (similar to the ripple.index.html):

This is something that will eventually be possible with DrupalGap, I will someday be removing the PhoneGap dependancy, and utilizing it as a plugin instead. At that time, the Intel XDK could be used as well.
