The queue mail doesn't work with rules action "Send mail to all users of a role".

It will only queue one mail!

I have the same problem, only user wid ID #1 gets the e-mail.

We solved this problem by upgrading Rules 2.2 to 2.6

Yeah, this was fixed in rules in #1977706: Rules doesn't check to see if mail sending fails correctly
