Difference between Created and Active

I've got a fresh new install of commerce kickstart with commerce file. Under Store>Licenses it displays all the licenses that have been assigned...what's the difference between Status "Created" and Status "Active"? Under the "Created" status I see that the "Access Details" says N/A ...why are these displayed here? It seems that it "Creates" the license when someone adds the item to the cart but doesn't change the status to "Active" until it's been successfully paid for?

I'm used to using the previous version of Commerce File that doesn't list anything accept active licenses...
