In my opinion any user with administer mailchimp campaigns permission should be able to delete campaigns regardless if they are sent or not. To my knowledge Mailchimp allows administrators to delete sent campaigns. So there shouldn't be any reason not to allow Drupal admins to delete those.

According to MailChimp, "Campaign sent to over 10 recipients (under 10 recipients, we generally assume that may be a test) cannot be deleted for a period of 7 days following a campaign." See: http://kb.mailchimp.com/article/why-cant-i-delete-my-campaign
