It seems that adding blocks into the navigation region breaks drop down menu items.
Here are my settings:

  • my menu contains drop down menu items
  • I added a block which is a user menu drop down into navigation region
  • I cannot extend any of the drop down menu when I'm logged as administrator
  • everything works fine when I'm logged as other user or anonymous

I think it's caused by admin overlay used to configure blocks on the page

I think, you missed use the jquery_update module, if you enalbe it, and set 1.8 jquery, the menu is visible.
