Add Full HTML and Filtered HTML or Markdown text formats

Currently Open Outreach lacks a full html text format and the only filtered HTML text formats require use of a WYSIWYG editor. While the WYSIWYG formats have their place, a full HTML one is sometimes needed by admins to permit broader tags and some users prefer to use plain text or markdown rather than WYSIWYG.
