No Maximize button in CKeditor 4.3

Hi there,

even when the box 'Maximize' has been ticked there is no 'Maximize' button in the editor.
Tested in the following themes: Garland, Sky, AT Magazine, Pixture Reloaded and Seven.
When tested outside drupal in the index.html file found in the CKeditor's 'samples' folder, the maximize button works fine.

What can I do to make the Maximize button work?

I assume that the filters and their order used in the 'Text formats' settings page are irrelevant for this.

Is this a correct assumption?
