As you could see on Twitter, there is https://drupal.org/project/imageapi_optimize that have been trying the same thing for more than 3 years. Could we merge into it? It has a plugin system and is extensible, can use external services etc. I've just create #2142955: Move image optimization settings out of the Image toolkit settings so that the drush integration can happen.
