Clone-operation not exposed when node has only one operation rendered [#2144469]

The exposition of the "clone"-operation doesnt work if there was only one operation rendered to the node admin before.

This is caused by the two different methods node_admin_nodes() renders the operations.

We have to analyze the existing operations array in order to rewrite it before assigning the clone operation links.

Please provide more detailed steps to reproduce, or verify that this is still a bug in the latest dev version since I think this may be fixed already.
