The fix is to upgrade to version 4.6

The problem wasn't the changes to packaging script, but changes to the supported version of htmlpurifier. When trying to download an older version, users are prompted to confirm. This project gives users the option of adding the --post-data="" flag, but without that drush still downloads the library... it just doesn't uncompress it. Very strange.
