Scripts attached to blocks ignore weight

The ability to add scripts to a block is very useful but if attaching multiple scripts it doesn't appear that there is any way to adjust load order. Even if the weight of "disabled" scripts is changed, the "Available libraries" lists and loads the scripts in the order they were added to javascript_libraries.
