Tested #1 by upgrading an existing Commons site with Lingotek 7.x-4.09 installed and then by making a fresh install of Commons and running through the translation wizard with Lingotek 7.x-4.10. I didn't run into any errors in either case.

Committed #1 to Commons 7.x-3.x.
