What are currently the difference between the 8.x-1.x branch and the 8.x-2.x branch?

Inspection of the 8.x-2.x branch seems to indicate it is simply the Layout module from the SCOTCH initiative that was shoved to contrib and the 8.x-1.x seems to be some version that can't be enabled in the current version of 8.x (referencing HEAD) because its .info file is not a .yml file yet.
What are the efforts on this for d8 and what can I do to help it? Looking at the video linked on the info page for this module this is exactly what I had in mind to start building so I'd much rather contribute to existing efforts : )

I'd LOVE it if this were available for D8 upon release! It's so much more elegant than the alternatives!
