user_relationships_load: behavior for include_user_info defaults to TRUE regardless of what is passed in

Noticed this when using user_relationships_load from a custom module, but as coded, if you pass in any value for include_user_info in the options array, this function will treat it as true because it is only checking for isset, not a TRUE/FALSE.
Rolled the following patch to actually check the value if it is used.
