Overlay is a terrible module and should be turned off by default.
Currently we're basing our installation on top of the Standard install profile which includes overlay.
The task is to make sure it is turned OFF.

I just deleted the dependency for the Overlay module in the idea.info file, this prevents it from installing automatically.
