Vertical tabs do not respect field weight [#2170691]

Have several vertical tabs with various fields in them. Want to display some fields NOT in vertical tab, but below them. It is not possible, as all the time fields that are not in the vertical tabs are displayed above no matter if they are arranged by dragndrop or by entering weights.

The same if field is in another fieldgroup (not vertical tab) - vertical tabs are always on top.

it seems to work when set to weight 99

Seems I am the only with this problem. Now it seems not to work event if I split from with DS into two parts - vertical tabs always in the bottom, items not in the tab - on top
