I've Installed browsercap and enabled Mobile Regions and Blocks detection, under extra features.

I then set a test and try to hide the left and right sidebars from display on mobile devices.

I visit the test site from a mobile device (I've tried a device with android version 2.2.1) but the sidebars still show on the bottom of the screen, under the main content.

Also, the following help message under the mobile regions and blocks Is a bit enigmatic, I thought that's what the browsercap is for:

"Alternatively use the Mobile Detect module which allows you to hide regions in all just Smalltouchs or all mobile devices."

It would also be nice to hide specific panels on specific pages (not just whole regions and just from the site template) but I'm guessing that's the subject for another 'Feature request' issue.

Sorry but it likely never will, that feature is simply not designed to work with Panels Everywhere I'm afraid, it's just too hard to make it work.

Take a look instead at https://drupal.org/project/mobile_detect, it has a ctools condition that you may be able to take advantage of in Panels.
