If you go to edit a view, and then "add field" the field descriptions are invisible.

Goto: "Appearance > Settings > Bootstrap (or sub-theme) > JavaScript > Tooltips" and disable "Convert simple form descriptions".

With "Jquery> tooltip>Enable tooltips" enabled and "General>forms> Smart form descriptions (via Tooltips)" disabled and Jquery 1.10/1.9 , tooltip is not triggering.

Assuming "Smart form descriptions (via Tooltips)" (under General>forms) is what "Convert simple form descriptions" in 7.x-3.0.

Tested forms
/node/add/article for taxonomy term field
/user/register for email field

Don't use bootstrap to edit views.
