I've created a Webform with a file input type. When it submits i see the file link instead of the file-input (which is good) but the form never submits itself. I receive no feedback and return to the same page with all data that i submitted.

Anyone have any idea? I found a couple of posts about this issue old and new but none had an answer.

So far i've tried:

- Turning Clientside validation module off
- Creating a new form
- Downgrading to 3.18
- Turning all google modules off

I can't confirm this problem, so I don't think it's an issue with Webform module itself, probably more likely a module conflict like you suggest. If you can provide steps to reproduce this problem from a clean installation of Webform, I'm happy to take a look. From your description however it sounds like you've got several modules which may be modifying the behavior of Webform.
