Similar to #2041911: Make features assign their own permissions, we want to strip the hostmaster.install down to the bare essentials, and move most everything into the modules. Block placement is the only other element I can see that would require this treatment.

Wouldn't this make it harder for an alternative install profile(e.g.. devshop) to choose it's blocks?
