Can Rules evaluate a new file being uploaded to node inside a file field?

I didn't know whether to categorize this as a support or feature request. I need to perform actions (send out notifications) when there is a new file uploaded to a multi-value file field. Is this possible in Rules? Is there a workaround? This is urgent for me.
