Updated module to most recent version, tested, normal. Enabled Metatag: Views module. Navigated to views page and received fatal error noted in title.

This can only happen if either a) you've got to copies of Metatag including one that is older than January 22nd 2013 with the older version the one that's being used, b) the Metatag module itself has become disabled. The metatag_config_is_enabled function is in the main metatag.module file itself, so there isn't really any way your site should be showing this error without something else going wrong.
