Is it possible to enable quick edit as a contextual link for editing a basic block created through the blocks admin page?

As the docs say, Edit 1.0 only supports in-place editing of nodes. It is likely be possible to add support for in-place editing blocks though.

Drupal 8 version of quick edit has that option. Please add this to drupal 7!
