When I visit the search page and have no search terms or facets selected the facets show up in a row and have the original block titles e.g.
Filter by Facet 1:
Filter by Facet 2:
Filter by Facet 3:
When there is a term or a filter is selected they are ordered by the block order on structure and use the name assigned to the block e.g.
Pretty name facet 3
Pretty name facet 2
Pretty name facet 1
I don't know if this is solr search or facet api.
I will be attempting to use context and see if that fixes it.

Thanks for posting. Could you provide the search modules you are using (e.g. Apache Solr Search or Search API + Solr Search) and clear steps to reproduce from a clean install of Drupal?

nicxvan CreditAttribution: nicxvan commentedI ended up finding the setting, I don't recall exactly where it was, but it was on the facet page I believe that allows you to configure empty search behavior.
