Having patched the module to work with panelizer as per #1402860: Panelizer is incompatible with moderation, the workbench information block does not show on panelized nodes.

The conditions in hook_node_view only set messages when a node is in full page view mode.

The attached patch changes this - it seems to work, although still need to test further to see if there are any side effects.
