Admin menu exposed filters doesn't work for users that don't have use administration theme permission. If the user was using the theme beep edition the exposed filter returned no values.

Sounds like a bug in either the theme or Views Bulk Operations.

Please reopen the issue if you can specifically track the problem back to the admin_views.css file.
