Include View ignores page break

I have a child pdf view that works great. I have used the Include View to put the child view inside another pdf view but it wants to print all the child pdf pages on one page. I have spent two days changing settings, moving around page breaks on both the child and the parent view. I promise I have read, and attempted, all the other suggestions in the issues threads and documentation. I can tell that others have figured out how to do this so I am probably missing something obvious.

I am really stumped. Can anyone give me a hint on how to get the page breaks to work when using Include View?
