This is an unlikely use case but happened to me nonetheless. When a menu is expanded in the mobile layout, then resized to the full layout, trying to expand the menu again causes vertical scrollbars. See: http://www.screencast.com/t/SIplzEmAFjl

You can recreate this by:

  1. Log in as an Adminsitrator
  2. Navigate to Structure -> Menu -> User Menu -> Add Link
  3. Create a link to an existing accessable page.
  4. Place that link as a child of an existing link
  5. Edit the Parent Link
  6. Set it as "Show as Expanded"
  7. Navigate back to the home page
  8. Make page Mobile sized
  9. Click parent link to expand
  10. Resize to full size
  11. Click same parent link to expand.

The Bootstrap framework is a separate project, we do not add additional CSS for this. It seems though that it is more likely a OS/browser bug than anything (I have never seen this, ever). Furthermore, this is only created under very specific circumstances. Most people will see one or the other, not sit there and resize their browser window over and over.
