I am planing to develop a site in drupal CMS. I am interested to buy shared hosting. but in future I may need to use vps hosting. is it possible to change my hosting without loss of data? and I am not sure which is the best place to buy hosting server. can anyone help me?

That really is no problem.

Sign up for a shared hosting account. But make sure you choose one that uses an industry-standard control panel. cPanel is the most widely used. In my opinion, this is for good reason, as it's very easy to use - but there are others (like Direct Admin). What you don't want is a host who has developed their own proprietary control panel.

If you want to sign up for a VPS later, simply make sure you order the same control panel to be installed on your VPS. Then you can take a full backup of your cPanel account from the shared hosting. On the VPS you'd have full root access, so you'd be able to restore that backup onto the VPS yourself, or you may want to ask your VPS provider to do it for you.

You'd then change your nameservers to point to your new VPS, and you'd be good to go. Everything is transferred from your shared hosting to the VPS, seamlessly.

If you had used a shared host with a proprietary control panel, you'd then have to transfer everything across manually. The website files / database is not too difficult, but if you've been setting up e-mail accounts and filters, and other features like that, it can be quite a headache to make sure you've caught everything.

As to where to host: Don't go for the hosts who offer unlimited everything for only $5 or so a month. Every hosting environment has limits (that's why Facebook isn't hosted on a $5 shared hosting account), and these kinds of hosts tend to be among the most restrictively limited. Find a host who runs well-managed servers that aren't overcrowded and is willing to help you when you need it.

Shared hosting is fine for a start. Search for hosting companies in your city or nearby and send them a few pre-sales questions such as server environment and resources limitation to see how good they answer and response. Data won't be a problem if you move from server to server. I did it a lot. Just make sure it's the industry standard as James stated.
