The whole configuration page of rules is disappeared.

I check modules page and see it is enable
I go under Configuration admin/config => don't see any rules, workflow links
I then open the module.module file and copy the link as admin/config/workflow/rules/reaction => pass it to the url => You do not have any administrative items

It just got crazy!!!
Any help is very much appreciated.

I'm having the same problem. I've tried deleting the module... reinstalling... flushing the cache. The configuration is completely missing; it keeps giving me "You do not have any administrative items."

I assume you've enabled rules_admin? That's the helper module that provides a UI for Rules. Regardless, if a defined path does not show up on your site, you probably have permissions set improperly, or some other non-Rules issue.
