I've done an install of CKEditor 7.x-1.13. While the editor is working properly, I can't configure the toolbar in /admin/config/ckeditor/edit/MyProfile, down in the "editor appearance" section. When I try to drag the icons around, I get a stream of jquery errors in the console, including:
Uncaught TypeError: Cannot read property 'options' of undefined -- ckeditor.js:63
in Chrome, and
TypeError: d.ui.contains is not a function ...ent[0]!=document&&d.ui.contains(this.scrollParent[0],this.offsetParent[0])){a.le... -- http://dev7.videorising.com/sites/all/modules/ckeditor/includes/jqueryUI/jquery.ui.sortable.min.js?n20xre
in Firefox. (This repeats on each mouse move.)
I've tried changing the administration theme, but without any luck. Any thoughts?

Using version: 7.x-1.13.
I tested it on Mac Safari, Firefox and Chrome.
In Chrome:
Uncaught Type Error: undefined is not a function -- jquery.ui.sortable.min.js:45
In Firefox:
TypeError: d.ui.contains is not a function -- jquery.uii.sortable.min.js:45
Repeats on mouse move.

Try setting jQuery update to version 1.7
