Is it possible that i can register a user with registration codes via Drupal Services? If I GET for example xxx://xxx/services/user/xxxx.json I can't see any of field that are in front-end of the site (Voucher/RegistrationCodes).

Perhaps there is a trick i didn't saw -

If someone wants to write this I'm willing to put it into D8 ... must include a test case though. We're not going to add new features to D7 at this point in the D7 life cycle.
