I get the above error in my logs

I don't see how the CDN module can cause this, AFAICT something is wrong with your setup, if Drupal is unable to find one of its built-in stream wrappers...

I know this is old and closed, but I get this exact error too.

Warning: file_exists(): Unable to find the wrapper "public" - did you forget to enable it when you configured PHP? in _cdn_build_css_cache() (line 81 of /var/www/html/sites/all/modules/contrib/cdn/cdn.basic.css.inc).

public:// works fine everywhere else on the site, but i see many of these in watchdog.

im not using httprl.
