The site designer should be able to set the content types on which a block appears using the normal create-block mechanisms. I spot checked the Search block and found that it remained visible for all content types.

7.x-11 used context and I have switched to the normal Block admin for 7.x-2.x for many reasons, one of them being that context confused people.
