Hello, I have apply this module for my own theme, but it is not working. Can I use it for my own theme and my blocks? I do not see this menu in the block for move down or up my block. Thanks

Have you enabled the "Contextual links" module from core ?

Yes, I have enabled both modules Block and also contextual links, on Bartik theme is module working correctly, but on my own is not working, I am uploading pictures from my site so you can check this. I have my website also on mine webhosting here is link: http://iso-osi.zmalehomesta.sk/

It looks like you don't have any contextual links in your theme.
