I could not find the answer to this question in the documentation, so I thought I would as it here.

Does Date iCal module importing feature perform a one-time static import from an .ics calendar file OR does it (with the Feed module) setup a dynamic "link" with a .ics calendar file. I'm looking to see if I can use your module to display my public Google calendar, but I want to know that anytime someone is viewing my Drupal calendar that they're seeing my current Google calendar information in it.

Yes, you can set up your Feeds Importer to create a "link". Just make sure the Periodic Import option on the Basic Settings page is turned on. That will cause Feeds to automatically import your Google calendar every X minutes (depending on how often you set it).
