There's a lot of RTBC patches to help fix some issues. This project hasn't seen much activity from current maintainers lately and jQuery has fast releases. With other projects (like https://drupal.org/project/bootstrap) that are on the cutting edge and require higher and higher jQuery versions, it's imperative in helping these projects focus on their issues instead of jQuery Update ones.

RobLoachWhile I don't have access to change the maintainer list for jQuery Update, I do vouch for Mark Carver as someone who has the capability of pushing the module in a direction that everyone wants to go. He's a great individual, and I'm so happy that he's stepped up to help out with its maintenance. +1

I dont know how to look up which maintainers have permission to add other maintainers.. maybe have to be project owner to look that up.
It might be that the "extra" maintainers do not have permission to add more maintainers. (https://drupal.org/node/139405/maintainers should be the page for that permission if it was desired to change it.)

markhalliwellI thought I had contacted Jeff too, but it turns out I didn't (just Eric and Rob). My mistake, I just sent him a message too.
Also, in regards to Rob and Eric not being able to add maintainers, yes... it appears they do not have the ability to administer maintainers for the project.
